President Biden has recently expressed the desire for straightforward legislation to prevent a government shutdown.
However, critics allege that hidden within the details of his funding request is an extreme proposal targeting immigration law enforcement, specifically, the defunding of Immigration and Customs Enforcement (ICE).
Last week, President Biden urged Congress to pass a short-term spending bill before the current funding expires on September 30. Biden, along with Senate Majority Leader Chuck Schumer and House Minority Leader Hakeem Jefferies, maintains that this funding proposal is a “clean” one, meaning it simply continues current funding without major new stipulations.

Yet, a close examination of the proposal, specifically page 51, reveals a provision that would permit the redirection of all ICE funding towards community-based residential facilities and the provision of services for refugees, asylum seekers, or other migrants.
This would potentially be done through contracts or grants awarded to non-governmental organizations. Critics argue that this would morph ICE from a law enforcement agency into an entity facilitating travel and support for illegal immigrants.

They detain and deport violent criminal aliens and are crucial in deterring illegal immigration.

The proposed provision, as per the critics, could change ICE’s role from deporting violent criminal aliens to assisting in their resettlement within the US.
Furthermore, critics highlight that Biden’s plan could allocate ICE’s resources to sanctuary cities for resettlement, adding to the federal funds previously granted for the resettlement of illegal aliens.

They assert that since President Biden assumed office, there have been numerous actions that diminish border security, such as halting the border wall construction, eliminating the “Remain in Mexico” policy, and lifting bans on sanctuary cities.
President Biden has even proposed granting citizenship to illegal immigrants.

Replacing immigration enforcement efforts, President Biden introduced the Case Management Pilot Program (CMPP), redirecting funds from immigration law enforcement to provide services to noncitizens facing deportation.
This program is managed by the Church World Service, an organization that critics identify as left-leaning and a supporter of the “Abolish ICE” movement.

Additionally, the Biden administration allocated substantial funding for the Emergency Food and Shelter Program – Humanitarian Relief (EFSP-H), which critics claim has been used to facilitate the resettlement of illegal immigrants.
Given the dramatic increase in illegal immigration, the Biden administration has described their approach as “working as intended.”
Critics see this as a strategic move by the Biden administration, likening it to the “Defund the Police” movement where diverting funds and demoralizing forces can be as effective as outright elimination.
The critics argue that by inserting this provision in a draft legislation that is projected as routine, the White House is using a potential government shutdown as leverage to enact radical changes to immigration enforcement.
